Move input argument validation to js, using internal/errors.
Also update docs
* `password` and `salt` may be Buffers or any TypedArrays
* `crypto.DEFAULT_ENCODING` changes the returned derivedKey type

The if statement in `ECDH.getPublicKey` is useless. This change

For consistency with the rest of the crypto classes, exposes the ECDH
class. Originally, only the createECDH function was exposed, and there
was no real reason to hide the class.
