src: allow to negate boolean CLI flags
This change allows all boolean flags to be negated using the `--no-`
prefix.
Flags that are `true` by default (for example `--deprecation`) are
still documented as negations.
With this change, it becomes possible to easily flip the default
value of a boolean flag and to override the value of a flag passed
in the NODE_OPTIONS environment variable.
`process.allowedNodeEnvironmentFlags` contains both the negated and
non-negated versions of boolean flags.

lib: remove ERR_INVALID_OPT_VALUE and ERR_INVALID_OPT_VALUE_ENCODING
This will be a start to generalize all argument validation
errors. As currently we throw ARG/OPT, OUT_OF_RANGE, and other more
specific errors.
The OPT errors didn't bring much to the errors as it's just another
variant of ARG error which is sometimes more confusing (some of our code
used OPT errors to denote just argument validation errors presumably
because of similarity of OPT to 'option' and not 'options-object')
and they don't specify the name of the options object where the invalid
value is located. Much better approach would be to just specify path
to the invalid value in the name of the value as it is done in this PR
(i.e. 'options.format', 'options.publicKey.type' etc)

Also since this decreases a variety of errors we have it'd be easier to
reuse validation code across the codebase.

module: handle Top-Level Await non-fulfills better
Handle situations in which the main `Promise` from a TLA module
is not fulfilled better:

- When not resolving the `Promise` at all, set a non-zero exit code
(unless another one has been requested explicitly) to distinguish
the result from a successful completion.
- When rejecting the `Promise`, always treat it like an uncaught
exception. In particular, this also ensures a non-zero exit code.

async_hooks: improve resource stack performance
Removes some of the performance overhead that came with
`executionAsyncResource()` by using the JS resource array
only as a cache for the values provided by C++. The fact that we now
use an entry trampoline is used to pass the resource without
requiring extra C++/JS boundary crossings, and the direct accesses
to the JS resource array from C++ are removed in all fast paths.

This particularly improves performance when async hooks are not
being used.

This is a continuation of https://github.com/nodejs/node/pull/33575
and shares some of its code with it.

process: add unhandled-rejection throw and warn-with-error-code
This PR defines two new modes for the --unhandled-rejections flag.

The first mode is called "throw". The "throw" mode first emits
unhandledRejection. If this hook is not set, the "throw" mode will
raise the unhandled rejection as an uncaught exception.

The second mode is called "warn-with-error-code". The
"warn-with-error-code" mode first emits unhandledRejection. If this
hook is not set, the "warn-with-error-code" mode will trigger a
warning and set the process's exit code to 1.

The PR doesn't change the default behavior for unhandled rejections.
That will come in a separate PR.

This makes sure all warnings that were triggered before a deprecation
warning during the same tick are properly handled and logged.

It also guarantees that users can not catch the error anymore.

Multi-line JSON is more human readable, but harder for log aggregators
to consume, they usually require a log message per line, particularly
