Refactor test-vm-run-in-new-context so that check for `--expose-gc` flag
will not run afoul of an upcoming lint rule that checks that string
literals are not used for the `message` argument of
`assert.strictEqual()`.

This flag is partially used in tests where it was not necessary and
it is always possible to replace this flag with
`common.allowGlobals`. This makes sure all globals are truly tested
for.

Some vm tests are not in strict mode because they need to create and use
global variables. By using `global.foo` instead of just `foo`, we can
still enable strict mode.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
