This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

Allow out of order replies in the flaky
`test-dgram{-upd6,}-send-default-host.js` files by sorting
the incoming replies after receiving them.

* Soft-Deprecate Buffer() constructors
* Add `Buffer.from()`, `Buffer.alloc()`, and `Buffer.allocUnsafe()`
* Add `--zero-fill-buffers` command line option

* buffer.fill('') previously had no effect, now zero-fills

Fixes a regression introduced by: https://github.com/nodejs/node/pull/4374.
Adds a new test to avoid similar issue in the future.
The test is disabled on windows, because this feature never worked
there.
