dgram: hide underscored Socket properties
dgram sockets have a fair number of exposed private properties.
This commit hides them all behind a single symbol property.

test: dynamic port in dgram tests
Removed common.PORT from test-dgram-close-in-listening,
test-dgram-close-is-not-callback, test-dgram-close,
test-dgram-exclusive-implicit-bind and test-dgram-oob-buffer
in order to eliminate the possibility of port collision.

4f2e372716 test: add common.noop, default for common.mustCall()
Export a new common.noop no-operation function for general use.
Allow using common.mustCall() without a fn argument to simplify
test cases.

Replace various non-op functions throughout tests with common.noop

98e54b0bd4 meta: restore original copyright header
A prior io.js era commit inappropriately removed the
original copyright statements from the source. This
restores those in any files still remaining from that
edit.

04b4d15b39 test: use mustCall() for simple flow tracking
Many of the tests use variables to track when callback functions
are invoked or events are emitted. These variables are then
asserted on process exit. This commit replaces this pattern in
straightforward cases with common.mustCall(). This makes the
tests easier to reason about, leads to a net reduction in lines
of code, and uncovered a few bugs in tests. This commit also
replaces some callbacks that should never be called with
common.fail().

85ab4a5f12 buffer: add .from(), .alloc() and .allocUnsafe()
Several changes:

* Soft-Deprecate Buffer() constructors
* Add `Buffer.from()`, `Buffer.alloc()`, and `Buffer.allocUnsafe()`
* Add `--zero-fill-buffers` command line option
* Add byteOffset and length to `new Buffer(arrayBuffer)` constructor
* buffer.fill('') previously had no effect, now zero-fills
* Update the docs

f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

3e1b1dd4a9 Remove excessive copyright/license boilerplate
The copyright and license notice is already in the LICENSE file.  There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.

4444b7b52c dgram: changes Socket.close() to return itself
This commit adds a return statement to the dgram.Socket.close()
function that returns itself after it finishes. This follows along
the functionality of the more popular and, dare I say, father-library
`lib/net.js`.
