Export a new common.noop no-operation function for general use.
Allow using common.mustCall() without a fn argument to simplify
test cases.
Replace various non-op functions throughout tests with common.noop

This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

Before this commit you had to pass multiple CA certificates as an array
of strings. For convenience you can now pass them as a single string.
