V8 will soon support typed arrays as large as the maximum array buffer
length. This patch replaces hardcoded values related to
Buffer.kMaxLength with the actual constant.
It also fixes a test that was passing by accident.

The HTML structured serialize algorithm treats transferable and
serializable as two different bits. A web platform interface can be
both transferable and serializable.
Splits BaseObject::TransferMode to be able to compose the two bits
and distinguishes the transferable and cloneable.

Disallow cloning of file-backed Blobs. If necessary, we can enable
this later but for now we disable it. The reason is because the
underlying FdEntry ends up bound to the Environment/Realm under
which is was created and transfering across worker threads ends up
failing.

The pattern of resolving/rejecting a Promise from outside of its
executor happens numerous times throughout the codebase (more than
what is updated here in fact). This commit abstracts that logic
into an internal utility function.
