- Use the per-isolate template to build constants and functions
which is faster
- Use Array::New() with prebuilt vectors which is faster
- Register external references so the binding can be included
in the snapshot

This bootstraps ESM loaders in the ShadowRealm with
`ShadowRealm.prototype.importValue` as its entry point and enables
loading ESM and CJS modules in the ShadowRealm. The module is imported
without a parent URL and resolved with the current process's working
directory.

This patch makes the binding templates ObjectTemplates, since we
don't actually need the constructor function. This also avoids
setting the properties on prototype, and instead initializes them
directly on the object template.
Previously the initialization was similar to:
```
function Binding() {}
Binding.prototype.property = ...;
module.exports = new Binding;
```
Now it's similar to:
```
module.exports = { property: ... };
```

Previously we modify the CLI options store to indicate whether the
isolate is created for building snapshot, which is a bit hacky and
makes it difficult to tell whether the snapshot is built from the
command line or through other APIs. This patch adds
is_building_snapshot to IsolateData and use this instead when we
need to know whether the isolate is created for building snapshot
(but do not care about where that request is coming from).

This patch moves the initialization of per-isolate properties of
the bindings that are in the embedded snapshot separate from the
initialization of their per-context properties. This is necessary
for workers to share the isolate snapshot with the main thread
and deserialize these properties instead of creating them from
scratch.

This is the initial work to bootstrap Web interfaces that are defined
with extended attributes `[Exposed=*]`.
The ShadowRealm instances are garbage-collected once it is
unreachable. However, V8 can not infer the reference cycles between
the per-realm strong persistent function handles and the realm's
context handle. To allow the context to be gc-ed once it is not
reachable, the per-realm persistent handles are attached to the
context's global object and the persistent handles are set as weak.

Bindings that need to be loaded in distinct contexts of node::Realm in
the same node::Environment instance needs to share the per-isolate
templates.
Add a new binding registration callback, which is called with
per-IsolateData. This allows bindings to define templates and
share them across realms eagerly, and avoid accidental modification on
the templates when the per-context callback is called multiple times.
This also tracks loaded bindings and built-in modules with node::Realm.

This patch:
- Moves the C++ binding/addon related code out of
node_internals.h/node.cc and into dedicated files
node_binding.h/node_binding.cc, and only puts the code resued
by other files into the header.
- Introduce a node::binding namespace so that code exposed to
other files can be easily recognized.
