In path.toNamespacePath was a case when the path
was empty string and it wasn't covered in the tests.
I covered this case both in Windows and Unix environments.

The argument order in the strictEqual check was in the wrong order.
The first argument is now the actual value and the second argument is
the expected value.

This was an assigned task at Node.js Interactive North America 2017.
This replaced the fixturesDir exported by the common module with
the fixturesDir on the common/fixtures module in the path-makelong test.

The `test/common` module has the capability to identify if any variable
is leaked to the global scope and fail the test. So that has to be
imported at the beginning.

In the tests, we use "process.platform === 'win32'" in some places.
This patch replaces them with the "common.isWindows" for consistency.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
