Instead of using the public AssertionError, use a simplified
error that describes potential causes of these assertions
and suggests the user to open an issue.

For use in built-in modules that could benefit from `assert()` without
having to load the entire module (unless an AssertionError actually
occurs): lib/internal/assert.js.
