We have a few places where we individually forward each
parameter to tls.createSecureContext(). In #28973 and others,
we added new SecureContext options but forgot to keep these
places up to date.
As per https.Agent#getName, I understand that at least
`privateKeyIdentifier` and `privateKeyEngine` should be
added too, since they're a substitute for `key`. I've
also added sigalgs.

The existing secureProtocol option only allows setting the allowed
protocol to a specific version, or setting it to "all supported
versions". It also used obscure strings based on OpenSSL C API
functions. Directly setting the min or max is easier to use and explain.

Adds the remaining options from tls.createSecureContext() to the
string generated by Agent#getName(). This allows https.request() to
accept the options and generate unique sockets appropriately.

Add an option 'clientCertEngine' to `tls.createSecureContext()` which gets
wired up to OpenSSL function `SSL_CTX_set_client_cert_engine`. The option
is passed through from `https.request()` as well. This allows using a custom
OpenSSL engine to provide the client certificate.
Fix running the tests when node was compiled without crypto
support. Some of these are cleanup after 52bae222a3, where
common was used before it was required.
