Use uv_metrics_idle_time() to return a high resolution millisecond timer
of the amount of time the event loop has been idle since it was
initialized.
Include performance.eventLoopUtilization() API to handle the math of
calculating the idle and active times. This has been added to prevent
accidental miscalculations of the event loop utilization. Such as not
taking into consideration offsetting nodeTiming.loopStart or timing
differences when being called from a Worker thread.

Old versions of mocha break after https://github.com/nodejs/node/pull/34637.
This was a bug in mocha, but since this is a widely used module
we can expect ecosystem breakage until modules are updated to
the latest version of mocha. Drop the conflicting `-u` alias --
we can potentially bring it back once modules have been updated.

The `<` character is interpreted as the start of an HTML tag, making the
word `address` not render and the rest of the document rendered with a
grey background and in italics. Use `<` instead.

In other api docs, it seems that deprecated classes and methods are
listed along with others, and marked as deprecated. In tls docs,
deprecations were listed at the bottom of the document. This commit
reorders them to what seems to be the standard, and corrects some links
in doc/api/deprecations.md

The text for the legacy API sends mixed signals. It's legacy, but still
supported, so not deprecated, but not recommended. Let's begin to
clarify this by removing "not recommended". If we want to not-recommend
it, let's doc-deprecate it properly, or at least include an explanation
as to why it's not recommended.

The HTTP/2 spec allows Host to be used instead of :authority in
requests, and this is in fact *preferred* when converting from HTTP/1.
We erroneously treated Host as a connection header, thus disallowing
it in requests. The patch corrects this, aligning Node.js behaviour
with the HTTP/2 spec and with nghttp2:
- Treat Host as a single-value header instead of a connection header.
- Don't autofill :authority if Host is present.
- The compatibility API (request.authority) falls back to using Host
if :authority is not present.
This is semver-major because requests are no longer guaranteed to
have :authority set. An explanatory note was added to the docs.

This patch converts the "read package scope" algorithm's while loop
into a do-while loop enabling items at the filesystem root dir to
be considered within the scope of a sibling package.json also at the
filesystem root dir.

libuv 1.39.0 will begin requiring uv_setup_args() to be called
before attempting to access the process title. This commit adds
uv_setup_args() calls that were missing in order for the test
suite to pass (and updates the documentation).

Calling close on a file description which is currently in use is
undefined behavior due to implementation details in libuv. Add
