Preload essential modules and lazy-load non-essential ones.
After this patch, all modules listed by running this snippet:
```
const list = process.moduleLoadList.join('\n');
require('fs').writeSync(1, list, 'utf-8');
```
(which is roughly the same list as the one in
test-bootstrap-module.js for the main thread)
are loaded from the snapshot so no additional compilation cost
is incurred.

It turns out that even with startup snapshots, there is a non-trivial
overhead for loading internal modules. This patch makes the loading
of the non-essential modules lazy again.
Caveat: we have to make some of the globals lazily-loaded too,
so the WPT runner is updated to test what the state of the global
scope is after the globals are accessed (and replaced with the
loaded value).

Use the mksnapshot cleanup hooks to release the references
to the native streams so that they can be destroyed right
before the snapshot is taken, and move the initialization
of the global console to pre-execution so that they can be
re-initialized during snapshot dehydration. This makes
it possible for user-land snapshots to use the I/O during
snapshot building.

This change makes `process.stdout` and `process.stderr` to be
automatically undestroyed when ended/destrouyed, therefore making
it always possible to write/console.log to stdout.

I added it in commit 57231d5286 ("src: notify V8 profiler when we're
idle") from October 2013 as a stop-gap measure to measure CPU time
rather than wall clock time, otherwise processes that spend a lot
of time sleeping in system calls give a false impression of being
very busy.
That fix is not without drawbacks because the idle flag is set before
libuv makes I/O callbacks and cleared again after. I/O callbacks can
result into calls into JS code and executing JS code is as non-idle
as you can get.
In commit 96ffcb9a21 ("src: reduce cpu profiler overhead") from January
2015, I made Node.js block off the SIGPROF signal that V8's CPU profiler
uses before Node.js goes to sleep. The goal of that commit is to reduce
the overhead from EINTR system call wakeups but it also has the pleasant
side effect of fixing what the idle notifier tried to fix.
This commit removes the idle notifier and turns the JS process object
methods into no-ops.

Whether these APIs should be available for Node.js instances
semantically depends on whether the current Node.js instance
was assigned ownership of process-wide state, and not whether
it refers to the main thread or not.

Instead of exposing the C++ bindings object as `subprocess.channel`
or `process.channel`, provide the “control” object that was
previously used internally as the public-facing variant of it.
This should be better than returning the raw pipe object, and
matches the original intention (when the `channel` property was
first added) of providing a proper way to `.ref()` or `.unref()`
the channel.

This patch splits the handling of `isMainThread` and
`ownsProcessState` from conditionals in
`lib/internal/bootstrap/node.js` into different scripts under
`lib/internal/bootstrap/switches/`, and call them accordingly
from C++ after `node.js` is run.
This:
- Creates a common denominator of the main thread and the worker
thread bootstrap that can be snapshotted and shared by
both.
- Makes it possible to override the configurations on-the-fly.
