V8 may cache compiled scripts, and it is not safe to assume that the
V8 flags can be changed after an isolate has been created. In this
particular case, since we are using the same script multiple times,
the test would fail if V8 cached the result of the compilation.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

Commit 3e1b1dd missed a few files in test/parallel, this commit
rectifies that.
Only test/parallel/test-url.js still has a copyright header. I left
it in because the original author is neither an io.js contributor nor
a StrongLoop employee.
