1259b8834f test: refactor test-tls-server-verify
Refactored `test-tls-server-verify.js` to replace uses of `var` with
`const` and `let`. Also replaced uses of `assert.equal` with
`assert.strictEqual`.

2bd89421d5 test: remove unused var in test-tls-server-verify
`connections` is assigned but never used. Remove it.

(This was missed by the linter in previous versions of ESLint but is
flagged by the current version. Updating the linter is contingent on
this change or some similar remedy landing.)

test: use random ports where possible
This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

dcccbfdc79 src: refactor require('constants')
The require('constants') module is currently undocumented and mashes
together unrelated constants. This refactors the require('constants')
in favor of distinct os.constants, fs.constants, and crypto.constants
that are specific to the modules for which they are relevant. The
next step is to document those within the specific modules.

b18604ba2c test: running tls-server-verify clients in parallel
OpenSSL s_client introduces some delay on Windows. With all clients
running sequentially, this delay is big enough to break CI. This fix runs
the clients in parallel (unless the test includes renegotiation),
reducing the total run time.

f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

671fbd5a9d test: refactor all tests that depends on crypto
we had a few ways versions of looking for support before executing a test. this
commit unifies them as well as add the check for all tests that previously
lacked them. found by running `./configure --without-ssl && make test`. also,
produce tap skip output if the test is skipped.

3e1b1dd4a9 Remove excessive copyright/license boilerplate
The copyright and license notice is already in the LICENSE file.  There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
