This helps to prevent issues where a failed test can keep a bound
socket open long enough to cause other tests to fail with EADDRINUSE
because the same port number is used.

In preparation for a lint rule that will enforce
assert.deepStrictEqual() over assert.deepEqual(), change tests and
benchmarks accordingly. For tests and benchmarks that are testing or
benchmarking assert.deepEqual() itself, apply a comment to ignore the
upcoming rule.

Prior to this commit, the test was flaky because it was
executing the majority of its logic in a function called from
the client and multiple events on the server. This commit
simplifies the test by separating the server's connection and
listening events, and isolating the client logic.

test-net-socket-local-address had a race condition that resulted in
unreliability on FreeBSD and Windows. This changes fixes the issue.

Any time the connection state or the underlying handle itself changes,
the socket's name (aka, local address) can change.
To deal with this we need to reset the cached sockname any time we
set or unset the internal handle or an existing handle establishes a
connection.
