Fix intermittent test failure on slower machines.
Gives test longer time to complete but checks
at regular intervals so that the test only
runs longer on slower machines or in the failure
case.

This commit replaces instances of io.js with Node.js, based on the
recent convergence. There are some remaining instances of io.js,
related to build and the installer.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.
