test: do not assume process.execPath contains no spaces
We had a bunch of tests that would fail if run from an executable that
contains any char that should be escaped when run from a shell.

test: raise sleep times in child process tests
sequential/test-child-process-execsync and
parallel/test-child-process-spawnsync-timeout are both flaky
on azure Windows machines, where it may take longer for Node.js
to launch and receive output from child processes. These tests
work by spawning a child processes that is supposed to sleep
for a long time, but the option is configured so that Node.js
would terminate them early when a shorter timeout is reached.
Then the tests assert that the time taken for the whole thing
is shorter than the specified sleep time (meaning the process
don't actually get to sleep for that long). To make the tests
less brittle on azure Windows, this patch raises the sleep
times in those tests on Windows platform, so that the overhead
can be taken into account there.

lib: correct error.errno to always be numeric
Historically `error.errno` of system errors thrown by Node.js
can sometimes be the same as `err.code`, which are string
representations of the error numbers. This is useless and incorrect,
and results in an information loss for users since then they
will have to resort to something like
`process.binding('uv'[`UV_${errno}`])` to get to the numeric
error codes.

This patch corrects this behavior by always setting `error.errno`
to be negative numbers. For fabricated errors like `ENOTFOUND`,
`error.errno` is now undefined since there is no numeric equivalent
for them anyway. For c-ares errors, `error.errno` is now undefined
because the numeric representations (negated) can be in conflict
with libuv error codes - this is fine since numeric codes was
not available for c-ares errors anyway.

Users can use the public API `util.getSystemErrorName(errno)`
to retrieve string codes for these numbers.

49d1c366d8 child_process: remove extra newline in errors
checkExecSyncError() creates error objects for execSync() and
execFileSync(). If the child process created stderr output, then
it is attached to the end of the error message. However, stderr
can be an empty Buffer object, which always passes the truthy
check, leading to an extra newline in the error message. This
commit adds a length check, which will work with both strings and
Buffers.
