This makes sure that no uninitialized bytes are leaked when the specified
`totalLength` input value is greater than the actual total length of the
specified buffers array, e.g. in Buffer.concat([Buffer.alloc(0)], 100).

Without this change, if any of the elements in the list to be concatenated is
not a Buffer instance, the method fails with "buf.copy is not a function".
Make an isBuffer check before using the copy method so that we can throw with
a better message.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Fix Buffer.concat() so a copy is always returned regardless of the
number of buffers that were passed.
Previously if the array length was one then the same same buffer was
returned. This created a special case for the user where there was a
chance mutating the buffer returned by .concat() could mutate the buffer
passed in.
Also fixes an inconsistency when throwing if an array member was not a
Buffer instance. For example:
Buffer.concat([42]); // Returns 42
Buffer.concat([42, 1]); // Throws a TypeError
Now .concat() will always throw if an array member is not a Buffer
instance.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
