There is actually no reason to use `assert.doesNotThrow()` in the
tests. If a test throws, just let the error bubble up right away
instead of first catching it and then rethrowing it.

This change makes NGHTTP2_STREAM_* enum values consistent. It also
resolves a collision between enum values defined in
nghttp2_error_code and nghttp2_stream_flags.

When building --without-ssl and running the tests some of the http2 test
fail with the following error message:
