test: allow EAI_FAIL in test-http-dns-error.js
EAI_FAIL is expected on OpenBSD, and has been observed on
platforms such as FreeBSD and Windows. This commit makes
EAI_FAIL an acceptable error code on all platforms.

dns: report out of memory properly
This addresses a part of a TODO by properly reporting an out of
memory error to the user instead of reporting `ENOTFOUND`.

test: fix flaky test-http-dns-error
Under some conditions, the error received from getaddrinfo might
actually be EAGAIN, meaning the request should be retried. Allowing for
5 retries before erroring out.

Also replace one-off function with common.mustNotCall().

97f76f3f04 test: use String.prototype.repeat() for clarity
There are a few places where tests repeatedly concatenate strings to
themselves in order to make them very long. Using `.repeat()` makes the
code clearer.

For example, before:

    for (var i = 0; i < 8; ++i) lots_of_headers += lots_of_headers;

After:

    lots_of_headers = lots_of_headers.repeat(256);

Using `.repeat()` makes it clear that the string will be repeated 256
times rather than 8 times. ("What?! That first one doesn't repeat 256
times! It only repeats 8... Oh, wait. Yes, I see your point now.")

f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

671fbd5a9d test: refactor all tests that depends on crypto
we had a few ways versions of looking for support before executing a test. this
commit unifies them as well as add the check for all tests that previously
lacked them. found by running `./configure --without-ssl && make test`. also,
produce tap skip output if the test is skipped.

3e1b1dd4a9 Remove excessive copyright/license boilerplate
The copyright and license notice is already in the LICENSE file.  There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
