We previously used a text that appears to be an excerpt of
https://zh.wikipedia.org/wiki/%E5%8D%97%E8%B6%8A%E5%9B%BD
and can have copyright/license complications. It may
also include some geopolitical nuances. The text has been
repeated through out the code base without much reuse.
This patch consolidates the fixtures by adding a common helper
string as `fixtures.utf8TestText` which is identical to a copy
in test/fixtures/utf8_test_text.txt. It also updates the text
to a copy of 蘭亭集序, It was chosen because:
1. It's a well-known Chinese classical piece written in 353 CE
and therefore in public domain. The string is copied from
https://zh.wikisource.org/zh-hant/%E8%98%AD%E4%BA%AD%E9%9B%86%E5%BA%8F
which contains a disclaimer of copyright for this reason.
2. The text is in suitable length for general UTF8 string
read/write tests (including punctuations, 389 code points and
1167 bytes).
3. This is also commonly used as reference text for Chinese text
layout tests.
4. It's a timeless and harmless preface for a collection of poems,
written by a uncontroversial figure who passed away >1600 years
ago and contains no geopolitical nuances. Background and an

Notable changes:
- `uv_ip_name()` has been added.
- On Windows, `uv_fs_read()` and `uv_fs_write()` now return
`UV_EBADF` instead of `UV_EPERM` when the file descriptor
was opened with incorrect flags. This matches the behavior
on other platforms.
- Streams can be reset and attempted to read from after
EOF is read.
- The main thread now has a valid ID instead of `NULL`.
- `uv_cpu_info()` now supports `aarch64`.
- Several minor issues related to mingw32 have been fixed.

The input was not validated so far and that caused unwanted side
effects. E.g., `undefined` became the string `'undefined'`. It was
expected to fail or to end up as empty string.
Now all input is validated to be either some type of array buffer
view or a string. That way it's always clear what the user intents.

Many of the tests use variables to track when callback functions
are invoked or events are emitted. These variables are then
asserted on process exit. This commit replaces this pattern in
straightforward cases with common.mustCall(). This makes the
tests easier to reason about, leads to a net reduction in lines
of code, and uncovered a few bugs in tests. This commit also
replaces some callbacks that should never be called with
common.fail().

These changes affect the following functions and their synchronous
counterparts:
* fs.readFile()
* fs.writeFile()
* fs.appendFile()
If the first parameter is a uint32, it is treated as a file descriptor.
In all other cases, the original implementation is used to ensure
backwards compatibility. File descriptor ownership is never taken from
the user.
The documentation was adjusted to reflect these API changes. A note was
added to make the user aware of file descriptor ownership and the
conditions under which a file descriptor can be used by each of these
functions.
Tests were extended to test for file descriptor parameters under the
conditions noted in the relevant documentation.

Expose `common.refreshTmpDir()` and only call it
for tests that use common.tmpDir or common.PIPE.
A positive side effect is the removal of a code
smell where child processes were detected by the
presence of `.send()`. Now each process can decide
for itself if it needs to refresh tmpDir.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
