Refactor Timers to behave more similarly to Immediates by having
a single uv_timer_t handle which is stored on the Environment.
No longer expose timers in a public binding and instead make
it part of the internalBinding.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.

Record the start time so we can make the return value of Timer.now()
relative to it, increasing the chances that it fits in a tagged integer
instead of a heap-allocated double, at least for the first one or two
billion milliseconds.
