Add capabilities to common test module to detect and skip tests
on dumb terminals.
In some of our build environments, like s390x, the terminal
is a dumb terminal meaning it has very rudimentary capabilities.
These in turn prevent some of the tests from completing with errors
as below.

Show `TAB` completion suggestions only after the user has pressed `TAB`
twice in a row, so that the full list of suggestions doesn’t present
a distraction. The first time a `TAB` key is pressed, only partial
longest-common-prefix completion is performed.
This moves the `readline` autocompletion a lot closer to what e.g.
`bash` does.

common.js contains code that checks for variables leaking into the
global namespace. Load common.js in all tests that do not
intentionally leak variables.
