console: update time formatting
This improves the readability of the `console.timeEnd()` output
while keeping a higher output's precision in multiple cases.

Instead of e.g. '1.005min' it will print '1:00.300 (m:ss.mmm)'.

util: change inspect compact and breakLength default
This changes the `compact` default from `true` to `3`. That mode
changes arrays to be grouped together, it alignes multiple small
entries on a single line in similar to `compact` true but only for
the most inner three depth levels and the closing brackets are
always on the same indentation as the openeing of the object instead
of at the same line as another property.

Big strings will be naturally broken into multiple lines instead of
having one huge line that is not well readable.

The output size mainly stays the same that way while it will be
smaller in case of big arrays.

Increasing the `breakLength` to 80 adjusts for most terminals that
support at least 80 characters in a single line and improves the
general output that way. A lot of calculations use the `breakLength`
to determine the concrete behavior.

test: refactor common.expectWarning()
The current API is somewhat confusing at times and simpler usage is
possible. This overloads the arguments further to accept objects
with deprecation codes as property keys. It also adds documentation
for the different possible styles.

Besides that it is now going to validate for the code being present
in case of deprecations but not for other cases. The former validation
was not consistent as it only validated some cases and accepted
undefined instead of `common.noWarnCode`. This check is removed due to
the lack of consistency. `common.noWarnCode` is completely removed
due to just being sugar for `undefined`.

This also verifies that the warning order is identical to the order
in which they are triggered.

e48d58b8b2 assert: fix AssertionError, assign error code
Using `assert.AssertionError()` without the `new` keyword results
in a non-intuitive error:

```js
> assert.AssertionError({})
TypeError: Cannot assign to read only property 'name' of function 'function ok(value, message) {
  if (!value) fail(value, true, message, '==', assert.ok);
}'
    at Function.AssertionError (assert.js:45:13)
    at repl:1:8
    at realRunInThisContextScript (vm.js:22:35)
    at sigintHandlersWrap (vm.js:98:12)
    at ContextifyScript.Script.runInThisContext (vm.js:24:12)
    at REPLServer.defaultEval (repl.js:346:29)
    at bound (domain.js:280:14)
    at REPLServer.runBound [as eval] (domain.js:293:12)
    at REPLServer.onLine (repl.js:545:10)
    at emitOne (events.js:101:20)
>
```

The `assert.AssertionError()` can only be used correctly with `new`,
so this converts it into a proper ES6 class that will give an
appropriate error message.

This also associates the appropriate internal/errors code with all
`assert.AssertionError` instances and updates the appropriate test
cases.

4e6dc00401 tools: lint for object literal spacing
There has been occasional nits for spacing in object literals in PRs but
the project does not lint for it and it is not always handled
consistently in the existing code, even on adjacent lines of a file.

This change enables a linting rule requiring no space between the key
and the colon, and requiring at least one space (but allowing for more
so property values can be lined up if desired) between the colon and the
value. This appears to be the most common style used in the current code
base.

Example code the complies with lint rule:

    myObj = { foo: 'bar' };

Examples that do not comply with the lint rule:

    myObj = { foo : 'bar' };
    myObj = { foo:'bar' };

fd49556c23 test: add tests for console.[info|error|warn]
Just copied the basic tests for log, as they're all the same thing
as log in either stdout or stderr. Cleaned that up a bit.

Also const-ified.

need to be assigned to a variable if nothing in common.js is referred

Currently, console timers that have been ended with timeEnd()

f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.
