On Windows environment variables are case-insensitive. When spawning
child process certain apps can get confused if some of the variables are
duplicated.
This adds a step on Windows to normalizeSpawnArguments that removes such
duplicates, keeping only the first (in lexicographic order) entry in the
env key of options. This is partly already done for the PATH entry.

In `test/parallel/test-child-process-env.js`, callbacks use
anonymous closure functions. It is safe to replace them with arrow
functions since these callbacks don't contain references to `this`,
`super` or `arguments`. This results in shorter functions.

At present, undefined values of env option will be transferred as
a "undefined" string value, and values in prototype will also be
included, which are not usual behaviors.
This commit prevents those to be transferred to the environment of
the child process.

Start the transition to Array.prototype.includes() and
String.prototype.includes(). This commit refactors most of the
comparisons of Array.prototype.indexOf() and String.prototype.indexOf()
return values with -1 to the former methods in tests.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
