src: throw ERR_INVALID_ARG_TYPE in C++ argument checks
- Moves THROW_AND_RETURN_IF_NOT_BUFFER and
  THROW_AND_RETURN_IF_NOT_STRING from node_crypto.cc to
  node_errors.h so it can be reused.
- Move THROW_AND_RETURN_UNLESS_BUFFER in util.h to
  node_buffer.cc and call THROW_AND_RETURN_IF_NOT_BUFFER
  there. The only other reference to THROW_AND_RETURN_UNLESS_BUFFER in
  node_i18n.cc can be safely replaced by an assertion since
  the argument will be checked in JS land.
- Migrate ERR_INVALID_ARG_TYPE errors in C++. We can move the
  checks to JS land if possible later without having to
  go semver-major.

This patch migrates the "Index out of range" errors in C++
to errors with the code `ERR_INDEX_OUT_OF_RANGE` which have
equivalents in JavaScript.

test: remove assert.doesNotThrow()
There is actually no reason to use `assert.doesNotThrow()` in the
tests. If a test throws, just let the error bubble up right away
instead of first catching it and then rethrowing it.

buffer: throw when filling with empty buffers
Prior to this commit, Node would enter an infinite loop when
attempting to fill a non-zero length buffer with a zero length
buffer. This commit introduces a thrown exception in this scenario.

buffer: throw on failed fill attempts
If fill() attempts to write a string to a buffer, but fails
silently, then uninitialized memory could be leaked. This commit
causes fill() to throw if the string write operation fails.

buffer: zero-fill buffer allocated with invalid content
Zero-fill when `Buffer.alloc()` receives invalid fill data.

A solution like https://github.com/nodejs/node/pull/17427 which switches
to throwing makes sense, but is likely a breaking change.

This suggestion leaves the behaviour of `buffer.fill()` untouched,
since any change to it would be a breaking change, and lets
`Buffer.alloc()` check whether any filling took place or not.

tools: add eslint rule for hasCrypto checking
The motivation for this commit is to pick up early on missing checks for
crypto support (when Node is built --without-ssl).

There are currently usages of common.hasCrypto which are not just for
detecting if crypto support is available and then skip the test in
question. For these case we still want to have a lint error generated
which can then be disabled using an ESLint comment.

aa6fac68da test: adjust indentation for stricter linting
ESLint 4.x has stricter linting than previous versions. We are currently
using the legacy indentation rules in the test directory. This commit
changes the indentation of files to comply with the stricter 4.x linting
and enable stricter linting in the test directory.

buffer: consistent error for length > kMaxLength
- Always return the same error message(hopefully more informative)
  for buffer length > kMaxLength and avoid getting into V8 C++ land
  for unnecessary checks.
- Use accurate RegExp(reusable as `common.bufferMaxSizeMsg`)
  in tests for this error.
- Separate related tests from test-buffer-alloc.

7420835390 src: fix build for older clang
Removes use of builtins that are unavailable for older clang. Per
benchmarks, only uses builtins on Windows, where speedup is
significant.

Also adds test for unaligned ucs2 buffer write. Between #3410
and #7645, bytes were swapped twice on bigendian platforms if buffer
was not two-byte aligned. See comment in #7645.

buffer: expose underlying buffer object always
If the Buffer object's length is zero, or equal to the underlying
buffer object's length, `parent` property returns `undefined`.

    > new Buffer(0).parent
    undefined
    > new Buffer(Buffer.poolSize).parent
    undefined

This patch makes the buffer objects to consistently expose the buffer
object via the `parent` property, always.

Add a check for `size < 0` to `assertSize()`, as passing a negative
value almost certainly indicates a programming error.

This also lines up the behaviour of `.allocUnsafe()` with the ones
of `.alloc()` and `.allocUnsafeSlow()` (which previously threw errors
from the Uint8Array constructor).

Notably, this also affects `Buffer()` calls with negative arguments.

4a408321d9 test: cleanup IIFE tests
A number of test files use IIFEs to separate distinct tests from
each other in the same file. The project has been moving toward
using block scopes and let/const in favor of IIFEs. This commit
moves IIFE tests to block scopes. Some additional cleanup such
as use of strictEqual() and common.mustCall() is also included.

ParseArrayIndex() would wrap around large (>=2^32) index values on
platforms where sizeof(int64_t) > sizeof(size_t).  Ensure that the

6dd093da26 buffer,string_decoder: consolidate encoding validation logic
Buffer.isEncoding and string_decoder.normalizeEncoding shared
quite a bit of logic. This moves the primary logic into
internal/util. The userland modules that monkey patch Buffer.isEncoding
should still work.

54cc7212df buffer: introduce latin1 encoding term
When node began using the OneByte API (f150d56) it also switched to
officially supporting ISO-8859-1. Though at the time no new encoding
string was introduced.

Introduce the new encoding string 'latin1' to be more explicit. The
previous 'binary' and documented as an alias to 'latin1'.  While many
tests have switched to use 'latin1', there are still plenty that do both
'binary' and 'latin1' checks side-by-side to ensure there is no
regression.
