src: remove 2nd undefined argument in node_file.cc
In the document for fs, there are several functions that state "No
arguments other than a possible exception are given to the completion
callback." (ex> fs.access, fs.chmod, fs.close, ..)

But, the functions are invoking the callback with two parameters (err,
undefined)

It causes problems in using several API like
[async.waterfall](https://caolan.github.io/async/docs.html#waterfall).

lib,test: minor refactoring
This refactors a couple tests to have upper case first characters
in comments and to use `input` instead of `i`.
It also adds a few TODOs and rewrites a few lines to use default
arguments and to prevent function recreation when unnecessary.

lib: always show ERR_INVALID_ARG_TYPE received part
This makes a effort to make sure all of these errors will actually
also show the received input.
On top of that it refactors a few tests for better maintainability.
It will also change the returned type to always be a simple typeof
instead of special handling null.

There is actually no reason to use `assert.doesNotThrow()` in the
tests. If a test throws, just let the error bubble up right away
instead of first catching it and then rethrowing it.

fs: simplify the error context collection in C++
- Simplify the SyncCall template function, only collect error
  number and syscall in the C++ layer and collect the rest of context
  in JS for flexibility.
- Remove the stringFromPath JS helper now that the unprefixed path is
  directly put into the context before the binding is invoked with the
  prefixed path.
- Validate more properties in fs.access tests.

- Migrate the type check of path to ERR_INVALID_ARG_TYPE
- Add template counterparts of ASYNC_CALL, ASYNC_DEST_CALL,
  SYNC_CALL, SYNC_DEST_CALL
- Port StringFromPath and UVException to JavaScript
- Migrate the access binding to collect the error context in C++,
  then throw the error in JS

errors: convert 'fs'
covert lib/fs.js over to using lib/internal/errors.js
i have not addressed the cases that use errnoException(),
for reasons described in GH-12926

- throw the ERR_INVALID_CALLBACK error
  when the the callback is invalid
- replace the ['object', 'string'] with
  ['string', 'object'] in the error constructor call,
  to better match the previous err msg
  in the getOptions() function
- add error ERR_VALUE_OUT_OF_RANGE in lib/internal/errors.js,
  this error is thrown when a numeric value is out of range
- document the ERR_VALUE_OUT_OF_RANGE err in errors.md
- correct the expected args, in the error thrown in the function
  fs._toUnixTimestamp() to ['Date', 'time in seconds'] (lib/fs.js)
- update the listener error type in the fs.watchFile() function,
  from Error to TypeError (lib/fs.js)
- update errors from ERR_INVALID_OPT_VALUE to ERR_INVALID_ARG_TYPE
  in the functions fs.ReadStream() and fs.WriteStream(),
  for the cases of range errors use the new error:
  ERR_VALUE_OUT_OF_RANGE (lib/fs.js)

fs: throw on invalid callbacks for async functions
If an asynchronous function is passed no callback function, there is no
way to return the result. This patch throws an error if the callback
passed is not valid or none passed at all.

dfd3046327 test: make test-fs-access stricter
Change regular expression matching in `assert.throws()` to match the
entire error message. In `assert.throws()` that uses a function for
matching rather than a regular expression, add checks for the `message`
property and the error's constructor.

Also, refactored to remove unnecessary temp file handling. No need to
remove temp files after the test. Each test is responsible for clearing
the temp directory if it needs to use it.

060e5f0c00 fs: Buffer and encoding enhancements to fs API
This makes several changes:

1. Allow path/filename to be passed in as a Buffer on fs methods
2. Add `options.encoding` to fs.readdir, fs.readdirSync, fs.readlink,
   fs.readlinkSync and fs.watch.
3. Documentation updates

For 1... it's now possible to do:

```js
fs.open(Buffer('/fs/foo/bar'), 'w+', (err, fd) => { });
```

For 2...
```js
fs.readdir('/fs/foo/bar', {encoding:'hex'}, (err,list) => { });

fs.readdir('/fs/foo/bar', {encoding:'buffer'}, (err, list) => { });
```

encoding can also be passed as a string

```js
fs.readdir('/fs/foo/bar', 'hex', (err,list) => { });
```

The default encoding is set to UTF8 so this addresses the
discrepency that existed previously between fs.readdir and
fs.watch handling filenames differently.

9534f6dfd5 tools: enable additional lint rules
Enable additional likely-uncontroversial lint rules:

* `comma-dangle` set to prohibit dangling commas on objects and arrays
that are defined on a single line. Multi-line definitions can use or
omit a trailing comma.

* `no-unused-labels` Prohibits defining a label that is not used.

* `no-path-concat` Prohibits string-concatenation using i`__dirname` and
`__filename`. Use `path.join()`, `path.resolve()`, or template strings
instead.

* `no-new-symbol` disallow use of `new` operator with `Symbol` object.
Violating this rule would result in a `TypeError` at runtime.`

7c79490bfb test: only refresh tmpDir for tests that need it
Expose `common.refreshTmpDir()` and only call it
for tests that use common.tmpDir or common.PIPE.

A positive side effect is the removal of a code
smell where child processes were detected by the
presence of `.send()`. Now each process can decide
for itself if it needs to refresh tmpDir.

f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

fd3ea29902 test: fix test-fs-access when uid is 0
Superusers can open files with W_OK permission even though their
mode is set to 0444. This commit makes the test attempt to change
its uid to nobody on non-Windows platforms. Patch originally from

ecef87177a fs: ensure nullCheck() callback is a function
Currently, nullCheck() will attempt to invoke any truthy value
as a function if the path argument contains a null character.
This commit validates that the callback is actually a function
before trying to invoke it. fs.access() was vulnerable to this
bug, as nullCheck() was called prior to type checking its
callback.
