The new version of dmn more effectively cleans unneeded dependency
files. (Thanks, BridgeAR!) It's now in the udpate-*.sh files but run it
manually to get the benefits now (and to have a smaller diff when we
update).

Create tools/update-babel-eslint.sh script and execute it to do the
first installation of the package.
Update tools/license-builder.sh and execute it to add babel-eslint's
license to our LICENSE file.
