This adds long-requested methods for asynchronously interacting and
iterating through directory entries by using `uv_fs_opendir`,
`uv_fs_readdir`, and `uv_fs_closedir`.
`fs.opendir()` and friends return an `fs.Dir`, which contains methods
for doing reads and cleanup. `fs.Dir` also has the async iterator
symbol exposed.
The `read()` method and friends only return `fs.Dirent`s for this API.
Having a entry type or doing a `stat` call is deemed to be necessary in
the majority of cases, so just returning dirents seems like the logical
choice for a new api.
Reading when there are no more entries returns `null` instead of a
dirent. However the async iterator hides that (and does automatic
cleanup).
The code lives in separate files from the rest of fs, this is done
partially to prevent over-pollution of those (already very large)
files, but also in the case of js allows loading into `fsPromises`.
Due to async_hooks, this introduces a new handle type of `DIRHANDLE`.
This PR does not attempt to make complete optimization of
this feature. Notable future improvements include:
- Moving promise work into C++ land like FileHandle.
- Possibly adding `readv()` to do multi-entry directory reads.
- Aliasing `fs.readdir` to `fs.scandir` and doing a deprecation.

- Extend the aliased buffer for stats objects to contain
the entire time spec (seconds and nanoseconds) for the time
values instead of calculating the milliseconds in C++ and
lose precision there.
- Calculate the nanosecond-precision time values in JS and expose
them in BigInt Stats objects as `*timeNs`. The
millisecond-precision values are now calculated from the
nanosecond-precision values.

This adds the `capitalized-comments` eslint rule to verify that
actual sentences use capital letters as starting letters. It ignores

On Windows creating a symlink to a directory will not work unless extra
'dir' parameter is passed. This adds a check if link target is a
directory, and if so automatically use 'dir' when creating symlink.

Make fs.open() and fs.openSync() more economic to use by making the
flags argument optional. You can now write:
fs.open(file, cb)
Instead of the more verbose:
fs.open(file, 'r', cb)
This idiom is already supported by functions like fs.readFile().

The text contained a number of inaccuracies:
- The main thread is never blocked by a stream close.
- There is no such thing as an EOF character on the OS level,
the libuv level, or the Node.js stream level.
- These streams *do* respond to `.close()`, but pending
reads can delay this indefinitely.
- Pushing a random character into the stream works only when
the source data can be controlled; Using the JS `.push()`
method is something different, and does not “unblock” any threads.

charcter device streaming works just like any other streams, but hangs
on the close callsite due to the worker thread being blocked on the read
and main thread waiting for any async event that may not occur.
Document this behavior and suggest a potential workaround.

1. All default values for optional `encoding` parameters
were documented except for the one in `fs.write(fd, string...)`
method. This PR makes up this deficiency.
2. We have two variants of `fs.write()` / `fs.writeSync()` methods:
for buffers and strings. Currently, the sync methods have only one
common reference to the full description of async methods.
However, the link may seem to belong to the last sync variant only
(for strings) and, as it refers to the first async variant
(for buffers), this may be confusing. This PR makes two different
sync variants refer to two different async variants.
3. In passing, both returned values of sync methods were also made
more concise and unambiguous.

readdir and readdirSync now have a "withFileTypes" option, which, when
enabled, provides an array of DirectoryEntry objects, similar to Stats
objects, which have the filename and the type information.

Implements mkdirp functionality in node_file.cc. The Benefit
of implementing in C++ layer is that the logic is more easily
shared between the Promise and callback implementation and
there are notable performance improvements.

Before this commit, when the user calls methods on a closed or
errored fs event watcher, they could hit a crash since the
FSEventWrap in C++ land may have already been destroyed with
the internal pointer set to nullptr. This commit makes sure
that the user cannot hit crashes like that, instead the
methods calling on a closed watcher will be noops.
Also explicitly documents that the watchers should not be used
in `close` and `error` event handlers.

`eg.` was used in two places where `e.g.` was intended. Replace one
instance with `e.g.` and rewrite the other instance to not require the

This commit allows permission bits higher than 0o777 to go through
the API (e.g. `S_ISVTX`=`0o1000`, `S_ISGID`=`0o2000`,
`S_ISUID`=`0o4000`).
Also documents that these bits are not exposed through `fs.constants`
and their behaviors are platform-specific, so the users need to
use them on their own risk.

Make canonical vs. unique text more precise and eliminate quotation
marks. Remove repeated text from fs.realpathSync(), linking to
fs.realpath() instead.

This fixes an incorrect example in the documentation for calling
`fs.readFileSync` on a directory. The example was presumably copied from
the documentation for `fs.readFile`, which has an error argument in its
callback.

After https://github.com/nodejs/node/pull/20785, we wrap autogenerated
manpage links in code elements. This PR unify some hardcoded manpage
links with autogenerated ones: it adds backticks, parentheses, section
numbers, and updates URLs.
Also, some typos are fixes in passing (missing periods, reference
sorting).

This drops exporting duplicate methods that accept FileHandle as the
first argument (to mirror callback-based methods accepting 'fd').
Those methods were not adding actual value to the API because all of
those are already present as FileHandle methods, and they would
probably be confusing to the new users and making docs harder to read.
Also, the API was a bit inconsistent and lacked .close(handle).

- On Windows only the write permission (read-only bit) can be
manipulated, and there is no distinction among owner, group
or others.
- mkdir on Windows does not support the mode argument.

Several minor fixes to the entries for `mkdtemp()`. The most significant
is that a mistaken use of `fs.mkdtemp()` is corrected to
`fsPromises.mkdtemp()`.

The documentation used `file` for the first argument to `appendFile()`
functions. However, the code and (more importantly) thrown errors
referred to it as `path`. The latter is especially important because
context is not provided. So you're looking for a function that takes
`path` but that string doesn't appear in your code *or* in the
documentation. It's not until the end user looks at the source code of
Node.js that they can figure out what's going on. This is why it is
important that the names of variables in the documentation match that in
the code. If we want to change this to `file`, then that's OK, but we
need to do it in the source code and error messages too, not just in the
docs. Changing the docs is the smallest change to synchronize everything
so that's what this change does.
