We should use `common.hasIntl` in tests for test cases which are
related to ICU.
This way we can easily find the test cases that are Intl dependent.
Plus, it will be able to make the tests a little faster if we check
hasIntl first.
Also, this tweaks the log messages to unify the message.

In the string returned from URL.inspect there was an extra semicolon
at the end when showHidden === true. The semicolon has been
removed and a test for the inspect function has been added. The test
parses the returned string, validates all of the contained keys/values
and tests logic related to the showHidden option.

the WHATWG url parser relies on ICU's punycode implementation.
A handful of the standard tests fail when ICU is not present
because of the additional checks that are not implemented. For
now, skip the parse and setter tests if ICU is not present.

Implements WHATWG URL support. Example:
```
var u = new url.URL('http://example.org');
```
Currently passing all WHATWG url parsing tests and all but two of the
setter tests. The two setter tests are intentionally skipped for now
but will be revisited.
