ESLint 4.x has stricter linting than previous versions. We are currently
using the legacy indentation rules in the test directory. This commit
changes the indentation of files to comply with the stricter 4.x linting
and enable stricter linting in the test directory.

- Templatize AsBuffer() and create a generic version for inclusion in
the Buffer class
- Use MaybeStackBuffer::storage()
- If possible, avoid double conversion in ToASCII()/ToUnicode()

We should use `common.hasIntl` in tests for test cases which are
related to ICU.
This way we can easily find the test cases that are Intl dependent.
Plus, it will be able to make the tests a little faster if we check
hasIntl first.
Also, this tweaks the log messages to unify the message.

Allow all methods on `buffer` and `Buffer` to take `Uint8Array`
arguments where it makes sense. On the native side, there is
effectively no difference, and as a bonus the `isUint8Array`
check is faster than `instanceof Buffer`.

Fix `buffer.transcode()` for transcoding from single-byte character
encodings to UCS2.
These would previously perform out-of-bounds reads due to an
incorrect `sizeof()` expression.

Add buffer.transcode(source, from, to) method. Primarily uses ICU
to transcode a buffer's content from one of Node.js' supported
encodings to another.
Originally part of a proposal to add a new unicode module. Decided
to refactor the approach towrds individual PRs without a new module.
