This will be a start to generalize all argument validation
errors. As currently we throw ARG/OPT, OUT_OF_RANGE, and other more
specific errors.
The OPT errors didn't bring much to the errors as it's just another
variant of ARG error which is sometimes more confusing (some of our code
used OPT errors to denote just argument validation errors presumably
because of similarity of OPT to 'option' and not 'options-object')
and they don't specify the name of the options object where the invalid
value is located. Much better approach would be to just specify path
to the invalid value in the name of the value as it is done in this PR
(i.e. 'options.format', 'options.publicKey.type' etc)
Also since this decreases a variety of errors we have it'd be easier to
reuse validation code across the codebase.

This fixes a few bugs in `fs`. E.g., `fs.promises.access` accepted
strings as mode. It should have only accepted numbers. It will now
always validate the flags and the mode argument in an consistent way.

validateInteger() was renamed to validateSafeInteger() in
https://github.com/nodejs/node/pull/26572. However, this
function also works with unsafe integers. This commit restores
the old name, and adds some basic tests.

This commit updates validateInteger() in two ways:
- Number.isInteger() is used instead of Number.isSafeInteger().
This ensures that all integer values are supported.
- Minimum and maximum values are supported. They default to
the min and max safe integer values, but can be customized.

There are lots of places that validate for arrayBufferView and we
have multiple functions that do the same thing. Instead, move the
validation into `internal/validators` so all files can use that
instead.
There are more functions throughout the code that do the same but
it takes some more work to fully consolidate all of those.

This makes sure the validation functions do not cause any side
effects. Validation functions should ideally only validate the input
without any other effect. Since the input value must be known from
the callee, there is no reason to return the input value.

When using `Errors.captureStackFrames` the error's stack property
is set again. This adds a helper function that wraps this functionality
in a simple API that does not only set the stack including the `code`
property but it also improves the performance to create the error.
The helper works for thrown errors and errors returned from wrapped
functions in case they are Node.js core errors.

This commit allows permission bits higher than 0o777 to go through
the API (e.g. `S_ISVTX`=`0o1000`, `S_ISGID`=`0o2000`,
`S_ISUID`=`0o4000`).
Also documents that these bits are not exposed through `fs.constants`
and their behaviors are platform-specific, so the users need to
use them on their own risk.

- Introduce the `validateAndMaskMode` validator that
validates `mode_t` arguments and mask them with 0o777
if they are 32-bit unsigned integer or octal string
to be more consistent with POSIX APIs.
- Use the validator in fs APIs and process.umask for
consistency.
- Add tests for 32-bit unsigned modes larger than 0o777.
