Since Ubuntu 26.04 as a host runner may take a while until it becomes available move the tests into ubuntu:26.04 containers. A few more packages are required inside containers. cpp-coveralls needs to be installed with sudo to avoid the following type of error: WARNING: The directory '/github/home/.cache/pip' or its parent directory is not owned or is not writable by the current user.
