ccc403ed58 meson: Add wasm build in build scripts 
has_int128_type is set to false on emscripten as of now to avoid errors by
libffi. Tests are disabled on emscripten because they rely on host
features that aren't supported by emscripten (e.g. fork and unix
socket).

c36dd41ba2 configure: move target-specific defaults to an external machine file 
Enable Windows-specific defaults with a machine file, so that related
options can be automatically parsed and included in the help message.
