Unfortunately "system/accel-ops.h" handlers are not only
system-specific. For example, the cpu_reset_hold() hook
is part of the vCPU creation, after it is realized.
Mechanical rename to drop 'system' using:
$ sed -i -e s_system/accel-ops.h_accel/accel-cpu-ops.h_g \
$(git grep -l system/accel-ops.h)

Accelerators call pre_resume() once. Since it isn't a method to
call for each vCPU, move it from AccelOpsClass to AccelClass.

This method only accesses xen_domid/xen_domid_restrict, which are both
related to the 'accelerator', not the machine. Besides, xen_domid aims
to be in Xen AccelState and xen_domid_restrict a xen_domid_restrict
QOM property.

We want to build more common code, moving objects from meson's
specific_ss[] set to common_ss[]. Since the CONFIG_USER_ONLY
definitions isn't applied on the common_ss[] set, it is simpler
to add an empty accel_init_ops_interfaces() stub on user emulation,
removing any CONFIG_USER_ONLY use in accel-target.c.

The heavily imported "system/cpus.h" header includes "accel-ops.h"
to get AccelOpsClass type declaration. Reduce headers pressure by
forward declaring it in "qemu/typedefs.h", where we already
declare the AccelCPUState type.
Reduce "system/cpus.h" inclusions by only including
"system/accel-ops.h" when necessary.

Headers in include/sysemu/ are not only related to system
*emulation*, they are also used by virtualization. Rename
as system/ which is clearer.
Files renamed manually then mechanical change using sed tool.

ops is assigned again just below, and the result of the assignment must
be non-NULL.
Originally, the check for NULL was meant to be a check for the existence
of the ops class:
ops = ACCEL_OPS_CLASS(object_class_by_name(ops_name));
...
g_assert(ops != NULL);
(where the ops assignment begot the one that I am removing); but this is
meaningless now that oc is checked to be non-NULL before ops is assigned
(commit 5141e9a23f, "accel: abort if we fail to load the accelerator
plugin", 2022-11-06).
