ppc405_boards: Delete stale, disabled DEBUG_BOARD_INIT code

The disabled DEBUG_BOARD_INIT code goes back to the initial commit
1a6c088620, and has since seen only mechanical updates.  It sure
feels like useless clutter now.  Delete it.
