ecfe6870ab selftests:timers: remove local CLOCKID defines
timers tests defines CLOCKIDs locally. Remove all local CLOCKIDs except
CLOCK_HWSPECIFIC and use defines from time.h header file.

CLOCK_HWSPECIFIC and CLOCK_SGI_CYCLE are the same and CLOCK_SGI_CYCLE
is deprecated,

80fa614e2f selftests: timers: Remove local NSEC_PER_SEC and USEC_PER_SEC defines
Remove local NSEC_PER_SEC and USEC_PER_SEC defines. Pick them up from
include/vdso/time64.h. This requires -I $(top_srcdir) to the timers
Makefile to include the include/vdso/time64.h.

posix_timers test names the defines NSECS_PER_SEC and USECS_PER_SEC.
Change posix_timers test references to the defines to match the
defines in the header file.

b841065043 selftests: timers: drop support for !KTEST case
There is no need to keep timers tests in sync with external timers
repo. Drop support for !KTEST to support for building and running
timers tests without kselftest framework.

7a5de55122 kselftests: timers: Fix inconsistency-check to not ignore first timestamp
When the first timestamp in the list of clock readings was later than
the second timestamp and all other timestamps were in order, the
inconsistency was not reported because the index of the out-of-order
timestamp was equal to the default value.

e48f284d63 kselftests: timers: Reduce default runtime on inconsistency-check and set-timer-lat
For the default run_timers target, the timers tests takes the
majority of kselftests runtime.

So this patch reduces the default runtime for inconsistentcy-check
and set-timer-lat, which reduced the runtime almost in half.

Before:	11m48.629s
After:	6m47.723s

ed3fe34a2a selftests/timers: Add inconsistency-check test from timetests
This adds my inconsistency-test from my timetests suite,
which checks for (single threaded) time inconsistencies
across the various clockids.
