a89568e9be selftests: txtimestamp: add SCM_TS_OPT_ID test
Extend txtimestamp test to run with fixed tskey using
SCM_TS_OPT_ID control message for all types of sockets.

a7e387375f selftests: return failure when timestamps can't be reported
When I was trying to modify the tx timestamping feature, I found that
running "./txtimestamp -4 -C -L 127.0.0.1" didn't reflect the error:
I succeeded to generate timestamp stored in the skb but later failed
to report it to the userspace (which means failed to put css into cmsg).
It can happen when someone writes buggy codes in __sock_recv_timestamp(),
for example.

After adding the check so that running ./txtimestamp will reflect the
result correctly like this if there is a bug in the reporting phase:

9c52994e32 selftests: net: ignore timing errors in txtimestamp if KSFT_MACHINE_SLOW
This test is time sensitive. It may fail on virtual machines and for
debug builds.

Similar to commit c41dfb0dfb ("selftests/net: ignore timing errors in
so_txtime if KSFT_MACHINE_SLOW"), optionally suppress failure for timing
errors (only).

94f19e1ec3 selftests: net: change fprintf format specifiers
`cur64`, `start64` and `ts_delta` are int64_t. Change format
specifiers in fprintf from `"%lu"` to `"%" PRId64` to adapt
to 32-bit and 64-bit systems.

647b8dd518 selftests: txtimestamp: fix compilation issue
PACKET_TX_TIMESTAMP is defined in if_packet.h but it is not included in
test. Include it instead of <netpacket/packet.h> otherwise the error of
redefinition arrives.
Also fix the compiler warning about ambiguous control flow by adding
explicit braces.

d323942535 selftests: txtimestamp: add flag for timestamp validation tolerance.
The txtimestamp selftest sets a fixed 500us tolerance. This value was
arrived at experimentally. Some platforms have higher variances. Make
this adjustable by adding the following flag:

-t N: tolerance (usec) for timestamp validation.

5ef5c90e3c selftests: move timestamping selftests to net folder
For historical reasons, there are several timestamping selftest targets
in selftests/networking/timestamping. Move them to the standard
directory for networking tests: selftests/net.
