d8a866c766 selftests/mm: add commentary about 9pfs bugs

This code could benefit from some more commentary.

To avoid needing to comment the same thing in multiple places (I guess
more of these SKIPs will need to be added over time, for now I am only
like 20% of the way through Project Run run_vmtests.sh Successfully), add
a dummy "skip tests for this specific reason" function that basically just
serves as a hook to hang comments on.

571a4b62ed selftests/mm: skip map_populate on weird filesystems
It seems that 9pfs does not allow truncating unlinked files, Mark Brown
has noted that NFS may also behave this way.

It doesn't seem quite right to call this a "bug" but it's probably a
special enough case that it makes sense for the test to just SKIP if it
happens.

7ef98513c7 selftests/mm: map_populate: conform test to TAP format output
Conform the layout, informational and status messages to TAP.  No
functional change is intended other than the layout of output messages. 
Minor cleanups have also been included.

baa489fabd selftests/vm: rename selftests/vm to selftests/mm
Rename selftets/vm to selftests/mm for being more consistent with the
code, documentation, and tools directories, and won't be confused with
virtual machines.
