fd07912411 selftests/cgroup: use bash in test_cpuset_v1_hp.sh 
The script uses non-POSIX features like `[[` for conditionals and hence
does not work when run with a POSIX /bin/sh.

Change the shebang to /bin/bash instead, like the other tests in cgroup.

812c5945bd cgroup/cpuset: Add test_cpuset_v1_hp.sh 
Add a simple test to verify that an empty v1 cpuset will force its tasks
to be moved to an ancestor node. It is based on the test case documented
in commit 76bb5ab8f6 ("cpuset: break kernfs active protection in
cpuset_write_resmask()").
