c339fcdd73 sfc: rip out MDIO support
Unlike Siena, no EF10 board ever had an external PHY, and consequently
 MDIO handling isn't even built into the firmware.  Since Siena has
 been split out into its own driver, the MDIO code can be deleted from
 the sfc driver.

281900a923 sfc: Fix module EEPROM reporting for QSFP modules
The sfc driver does not report QSFP module EEPROM contents correctly
as only the first page is fetched from hardware.

Commit 0e1a2a3e6e ("ethtool: Add SFF-8436 and SFF-8636 max EEPROM
length definitions") added ETH_MODULE_SFF_8436_MAX_LEN for the overall
size of the EEPROM info, so use that to report the full EEPROM contents.

c62041c5ba sfc: Export fibre-specific supported link modes
The 1/10GbaseT modes were set up for cards with SFP+ cages in
3497ed8c85 ("sfc: report supported link speeds on SFP connections").
10GbaseT was likely used since no 10G fibre mode existed.

The missing fibre modes for 1/10G were added to ethtool.h in 5711a98221
("net: ethtool: add support for 1000BaseX and missing 10G link modes")
shortly thereafter.

The user guide available at https://support-nic.xilinx.com/wp/drivers
lists support for the following cable and transceiver types in section 2.9:
- QSFP28 100G Direct Attach Cables
- QSFP28 100G SR Optical Transceivers (with SR4 modules listed)
- SFP28 25G Direct Attach Cables
- SFP28 25G SR Optical Transceivers
- QSFP+ 40G Direct Attach Cables
- QSFP+ 40G Active Optical Cables
- QSFP+ 40G SR4 Optical Transceivers
- QSFP+ to SFP+ Breakout Direct Attach Cables
- QSFP+ to SFP+ Breakout Active Optical Cables
- SFP+ 10G Direct Attach Cables

(From user guide issue 28. Issue 16 which also includes older cards like
SFN5xxx/SFN6xxx has matching lists for 1/10/40G transceiver types.)

Regarding SFP+ 10GBASE‐T transceivers the latest guide says:
"Solarflare adapters do not support 10GBASE‐T transceiver modules."

Tested using SFN5122F-R7 (with 2 SFP+ ports). Supported link modes do not change
depending on module used (tested with 1000BASE-T, 1000BASE-BX10, 10GBASE-LR).

400d64cf2d sfc: handle limited FEC support
If the reported PHY capabilities do not include a given FEC mode, don't
 attempt to select that FEC mode anyway.  If the user tries to set a mode
 through ethtool that is not supported, return an error.
The _REQUESTED bits don't appear in the supported caps, but are implied
 by the corresponding FEC bits.

c77289b433 sfc: remove phy_op indirection
Originally there were several implementations of PHY operations for the
 several different PHYs used on Falcon boards.  But Falcon is now in a
 separate driver, and all sfc NICs since then have had MCDI-managed PHYs.
Thus, there is no need to indirect through function pointers in
 efx->phy_op; we can simply call the efx_mcdi_phy_* functions directly.

This also hooks up these functions for EF100, which was previously using
 the dummy_phy_ops.
