drm/xe/hwmon: Read energy status from PMT
Read card and package energy status using pmt apis instead
of xe_mmio for supported platforms.
Enable Battlemage to read energy from PMT.

drm/xe/vsec: Support BMG devices
The Battlemage (BMG) discrete graphics card supports the Platform,
Monitoring Technology (PMT) feature directly on the primary PCI device.

Utilize the PMT callback API to add support for the BMG devices.
