Add a new hwprobe key "RISCV_HWPROBE_KEY_VENDOR_EXT_SIFIVE_0" which allows userspace to probe for the new vendor extensions from SiFive. Also, add new hwprobe for SiFive "xsfvqmaccdod" and "xsfvqmaccqoq" vendor extensions.
