With resources localized on a per test basis, some tests definitions
either contain redundant commands, were wrong or could be simplified.
Update all of them to match the new requirements.

Match patterns for some skbedit tests contain duplicate whitespace that is
not present in actual tc output. This causes tests to fail because they
can't match required action, even when it was successfully created.

The original submission had the test cases stored in one
monolithic file. This can be unwieldy to edit, especially as more
test cases are added. This patch removes the original tests.json
file in favour of individual ones broken down by category.
