CONFIG_MEMCG_KMEM used to be a user-visible option for whether slab
tracking is enabled. It has been default-enabled and equivalent to
CONFIG_MEMCG for almost a decade. We've only grown more kernel memory
accounting sites since, and there is no imaginable cgroup usecase going
forward that wants to track user pages but not the multitude of
user-drivable kernel allocations.

Since 2d1c498072 ("mm: memcontrol: make swap tracking an integral part
of memory control"), CONFIG_MEMCG_SWAP hasn't been a user-visible config
option anymore, it just means CONFIG_MEMCG && CONFIG_SWAP.
Update the sites accordingly and drop the symbol.
[ While touching the docs, remove two references to CONFIG_MEMCG_KMEM,
which hasn't been a user-visible symbol for over half a decade. ]

Most of the test suites in tools/testing/selftests contain a config file
that specifies which kernel config options need to be present in order for
the test suite to be able to run and perform meaningful validation. There
is no config file for the tools/testing/selftests/cgroup test suite, so
this patch adds one.
