When TF-A is used to assert/deassert the resets through SCMI, the
IDs communicated to it are different than the ones mainline Linux uses.
Import the list of SCMI reset IDs from mainline TF-A so that devicetrees
can use these IDs more easily.

Documentation/process/license-rules.rst and checkpatch expect the SPDX
identifier syntax for multiple licenses to use capital "OR". Correct it
to keep consistent format and avoid copy-paste issues.
Correct also the format // -> .* in few Allwinner binding headers as
pointed out by checkpatch:
WARNING: Improper SPDX comment style for 'include/dt-bindings/reset/sun50i-h6-ccu.h', please use '/*' instead

Add reset ID defines for rk3588.
Compared to the downstream bindings and previous rockchip
generations this uses continous gapless reset IDs starting
at 0 instead of register offsets as IDs. Thus all numbers
are different between upstream and downstream, but I kept
the names exactly the same.
