Contrary to how it is implemented right now, the usb480m clock is a
controllable mux that can switch between the 24MHz oscillator and the
clock output of the usb2phy.
Add the needed clock-id to allow setting this mux from DT.

CLK_NR_CLKS and CLKPMU_NR_CLKS should not be part of the binding.
Remove since the kernel code no longer uses it.

Suitable PLLs for the emac on the rk3036 are difficult to find
and one of them is the (continuously changing) APLL. So in most
cases it will be necessary to select a PLL manually.
So add a clock-id for it.
