This is needed for AP mode. Otherwise client sees the network, but
can't connect to it.
REG_FWHW_TXQ_CTRL+1 is set to WLAN_TXQ_RPT_EN (0x1F) in common mac
init function (__rtw8723x_mac_init), but the value was overwritten
from mac table later.
Tables with register values for phy parameters initialization are
copied from vendor driver usually. When table will be regenerated,
manual modifications to it may be lost. To avoid regressions in this
case new callback mac_postinit is introduced, that is called after
parameters from table are set.
Tested on rtl8723cs, that reuses rtw8703b driver.

The layout struct of efuse should not do address alignment by compiler.
Otherwise it leads unexpected layout and size for certain arch suc as arm.
In x86-64, the results are identical before and after this patch.
Also adjust bit-field to prevent over adjacent byte to avoid warning:
rtw88/rtw8822b.h:66:1: note: offset of packed bit-field `res2` has changed in GCC 4.4

default_cck_index is used in power track, the rx_cck_agc_report_type
for RX PHY status. GET_RX_DESC_BW is an RX descriptor field not used
by the other chip drivers.

Some 8703b chips contain invalid EFUSE data, getting detailed
information is critical when analyzing issues caused by that.

The already supported 8723d chip is very similar to 8703b/8723cs,
split code that can be shared into a new module. The spec definition
tables are combined into a struct so we only need one EXPORT_SYMBOL
for them all.
