d968e50b5c media: rkvdec: Unstage the driver 
The TODO list for unstaging being empty, the driver can now be moved to the
main media folder.

Also add myself as maintainer.

f2ab6d3e8c media: platform: Create vendor/{Makefile,Kconfig} files 
Instead of placing multiple per-vendor entries at the
platform/{Makefile,Kconfig}, create them at the per-vendor
directories.
